Rules Addenda: High Approval NPCs
The NPC types listed below always require approval of the other venue ST to have in the chronicle. This does not always have to require specifics (though they may request them or have questions as to the purpose of the NPC), and the approval may either be continuous or for a set period/game. In some cases, the NPC sheet will be provided by the other ST, especially with particularly significant individuals.
Whilst the other ST has the final say, in cases of cross venue NPCs in many cases the restrictions exist to ensure that it does not interfere with ongoing plot and venue balance.
All NPC types listed below are powerful beings that should always have significant story and reason for being in the chronicle.
All Venues
- Any significant named canon NPC
- Rare type for the venue it is from (where not that venue's ST)
- Restricted type for the venue it is from
- Anything above Stock NPC rating 12
- Anything using rules from more than one venue
- Anything using custom rules

Whilst not a matter of approval, it is also noted that the capabilities of the vast majority NPCs should lie within the reasonable capabilities of players to attain given time, and that it is the players that should be the “special” characters in the story, not NPCS. As such the following apply as guidelines:
- Named NPCs with a full character sheet should generally lie at an equivalent level to that which can be readily attained by players. Most NPCs should lie in the 150-300xp range, with very powerful NPCs in the 300-400xp range.
- NPCs over 400xp should only be exceptionally powerful beings with the ability to function on a higher level of capability – entities such as Prince Mithras, Justicars, Cardinals, and other notably powerful beings that lie well beyond the norm.
- NPCs below Methuselah level should not have “special” versions of merits and powers that make them better than characters can be with equivalent abilities. This devalues the abilities of the players and takes away from them being the centre of the story.
